European language policies in monolingual southern Europe: Implementation and outcomes

Abstract

This article outlines and comments upon recent language-planning initiatives in Andalusia, southern Spain. Unlike some of its northern counterparts (Catalonia, the Basque Country), Andalusia is a largely monolingual region. In recent times, however, it has experienced a significant influx of affluent foreign residents and less solvent economic immigrants. This has served as an impetus for change, yet it is our contention that without the European policies and guidelines emanating from continental institutions, notably the Council of Europe, the radical overhaul of social and educational language planning currently under way would have been nigh-on impossible. We examine Andalusian initiatives in the light of European policy, exemplifying the ways in which said policy is being adopted and adapted on a regional scale. This allows the debate to flow both ways. We can observe how the smaller picture fits into the larger. And in doing so, note its contribution: the added detail.

Cet article présent et fait différentes observations sur une série d'initiatives récentes qui ont été mises en place en Andalousie, au sud de L'Espagne. A la différence de ses voisins du nord (Catalogne, Pays Basque), l'Andalousie est une région largement monolingue. Cependant, au cours des dernières années elle a connu simultanément un afflux significatif de résidents étrangers et d'immigrés économiques moins solvables. Cette situation a donné l'impulsion à un changement significatif. Néanmoins, nous sommes convaincus que sans les directives et les politiques européennes émanant des institutions continentales, notamment le Conseil de l'Europe, la révision radicale des politiques sociales et pédagogiques actuellement en cours n'aurait certainement pas été possible. Cet article examine les initiatives andalouses à la lumière des politiques européennes, et il illustre leur adoption et leur adaption à l'échelle régionale. Cette perspective permet une discussion bi-directionelle: nous observons comment la situation régionale trouve sa place dans l'œuvre continentale et à la fois comment la situation régionale enrichit le détail.
