Land readjustment in Portugal: the case of Sines

Land readjustment (LR) is a century old technique that is attracting growing interest worldwide as a means of achieving equitable, efficient and sustainable urban development. Several countries have adapted this practice in order to accommodate differences in institutional, legal, social and economic contexts. In Portugal, after more than a decade of legal existence, LR practice has not yet achieved a satisfactory output and has faced a number of obstacles, some of them being experienced by more than one country. Shortcomings in the redistribution stage regarding land and property valuation are among the most important reasons pointed out for such modest LR accomplishments. To cope with some of these constraints, we developed a LR model to be applied to the urban expansion of the Portuguese city of Sines, showing that even in a hostile cultural, legal and economic environment, LR can be adjusted, improving its overall performance.
