Whose line is it anyway?: The origin and evolution of the Gauteng Urban Edge

Abstract

Urban growth management has become a very popular concept in the international planning arena dealing with ways to curb urban sprawl while simultaneously eradicating its associated negative consequences. Considering South Africa and its legacy of segregated towns and cities combined with sweeping suburbanisation during the late 1980s, this country has not been exempted from the harmful tides of sprawl and the wounds of scattered, low-density development are still alive and bleeding in its cities. Being the most urbanised province in South Africa, the Provincial Government of Gauteng embarked on a policy intervention in the form of a provincial urban edge to contain and manage urban sprawl, and subsequently finalised the delineation of the Gauteng Urban Edge in 2001. This paper seeks to explain the background of and rationale for the Gauteng Provincial Urban Edge, referring briefly to international as well as local theory in this regard. It continues to describe the process followed during delineation of the edge, concluding with the present position of the edge and finally highlights some perceptions and concerns as experienced and expressed by different role players.
