Romani Migration in the 1990s: Perspectives on Dynamic, Interpretation and Policy

Abstract

Migration of Roma from East to West during the 1990s has generated considerable attention leading to a range of conflicting interpretations and policies. In this study, I will put in a chronological order migration of Roma and policies formed during the period at hand, drawing a map of various understandings of Romani migration and pointing out misconceptions and shortcomings in the conclusions foretold. I use the conceptual framework of Migration Studies in an effort to identify 'push' and 'pull' factors for Romani migration, analyse migration policy development and its effect on migration of Roma. I point out significance of 'pull' factors in Romani migration and address tension between migrants motives and national/ international legal framework and policy imperative.
