Heritage planning in Cairo: Multiple heritages in a mega-city

Abstract

Although the Pyramids are undoubtedly the first image that comes to mind when thinking of Cairo, the city has a wealth of diverse cultural heritage. Yet this abundance may be more of a curse than a blessing as it complicates efforts to include heritage preservation in the urban planning process. Currently, heritage planning efforts lack coordination as various agencies and governmental entities have control over different monuments, the land they occupy and surrounding areas. This paper highlights the complexity of cultural heritage preservation in Cairo, examines the threats to this heritage, and outlines the status of current preservation efforts. Examination of recent historic preservation plans shows that although an awareness of the need for an integrated policy has existed for decades in Cairo, actual implementation of such a policy continues to face obstacles.
