The utility of development plans in urban regeneration

Three City Challenge case studies

Abstract

Normatively, it is possible to argue that development plans ought to perform a range of functions in support of urban regeneration activities. However, this relationship has been very little explored in the literature, and while Government policy is evolving in relation to both development plans and urban regeneration the connections between the two do not appear to be strong. This paper examines three urban regeneration initiatives which were pursued through the mechanisms of City Challenge (Hulme in Manchester, Batley Action in Kirklees, and the Dearne Valley straddling Barnsley, Doncaster and Rotherham) and their relationships with development plans in practice. It shows that many of the normative aspirations used for the purpose of testing this relationship were not achieved by the five UDPs in the case study areas, but that some useful support was provided resulting from the process of plan preparation from initial consultation through to adoption. The paper concludes by discussing how the utility of development plans to urban regeneration might be improved.
