Abstract

Cette étude traite plusieurs questions concernant le projet Grande Baleine au nord du Québec. Dans le cadre d'une étude économique pour évaluer Grande Baleine, on devrait inclure non seulement les considérations économiques évidentes, mais aussi les coûts environnementaux et les bénéfices de la preservation de l'environnement dans son état naturel. La décision de l'état de New York d'annuler le contrat d'hydroélectricité avec le Québec peut ětre incorrecte si l'on considère les coûts pour fournir autant d'électriciteé par d'autres sources d'énergie. Interdire les importations d'électricité du Québec a cause de la façon pat laquelle elle est produite paraît ětre en conflit avec les règles qui gouvernent le commerce international à l'heure actuelle.
