Abstract

Les six élections partielles du mois de mars 1996 fournissent l'occasion d'étudier l'impact des candidats locaux et des matières en contestation lors d'une campagne électorale. Dans la période suivant le référendum sur la souveraineté au Québec, et avec le sentiment que le Canada se trouve en plein milieu d'une crise fiscale et constitutionnelle dont la proportion est sans précédent, ces élections offrent une occasion unique de se concentrer sur la manière dont les différents candidats précisent le lien entre les préoccupations locales et les intérêts nationaux. Dans cet article, les auteurs passent en revue la littérature existante sur les élections partielles, et leur signification pour le parti au pouvoir ainsi que pour ceux de l'opposition.
